RO Foundation
The free library our Romanian apps share: counties, CUI validation and the ANAF VAT payer check. Installed automatically, with little to set up.
What it does
RO Foundation is a free, hidden library app with the Romanian master data and ANAF services that several 365vanguard apps share. Business Central installs it automatically with the apps that need it, such as E-Transport and SAF-T. You do not buy or license it separately, and it has no licence check of its own.
Key capabilities
- Counties. Romanian counties with their ANAF codes, and a county link on post codes.
- CUI validation. Normalises a Romanian fiscal code (CUI) and checks its control digit.
- ANAF VAT payer check. Asks ANAF's public VAT payer service about your customers and vendors: VAT registration, VAT on collection, split VAT, inactive status and deregistration, with their dates.
- Partner updates from ANAF. The Update Partners from ANAF report collects the differences on a page where you choose what to apply.
Requirements
- Microsoft Dynamics 365 Business Central online (SaaS), version 28 (2026 release wave 1) or later.
- Outbound HTTP requests allowed for RO Foundation, if you use the ANAF VAT payer check.
Installation
You do not install RO Foundation yourself. Business Central installs it as a dependency when you install a 365vanguard app that uses it.
Setup
Our apps' setup guides fill RO Foundation's data for you, such as counties and the post code link. The ANAF VAT payer check is configured on the RO Foundation Setup page, and needs outbound HTTP:
Allow outbound HTTP requests
RO Foundation must be able to reach the internet. Business Central blocks these requests by default in sandbox environments, and an administrator can also block them in production. To allow them:
- Open the Extension Management page.
- Select the app and choose Configure.
- Turn on Allow HttpClient Requests.
For License Manager, the 365vanguard Licenses page also has an Allow HTTP requests action that takes you to this setting.
What the VAT payer check sends to ANAF
Only the fiscal codes (CUI) being checked and the date of the check, sent from your Business Central directly to ANAF's public service. 365vanguard does not receive this data.

Do we need to buy RO Foundation?
No. RO Foundation is free and is installed automatically with the 365vanguard apps that use it.
What does the ANAF VAT payer check send?
Only the fiscal codes (CUI) being checked and the date of the check, directly from your Business Central to ANAF's public VAT payer service.
Can we uninstall it?
Not while an app that depends on it is installed. Business Central removes dependencies only after the apps that need them.
