E-Invoice (RO e-Factura)
Send your sales invoices to RO e-Factura and receive your suppliers' e-invoices without leaving Business Central. Setup, daily use and licensing in one place.
What it does
E-Invoice (in Business Central: Romanian E-Invoice) connects Microsoft Dynamics 365 Business Central to RO e-Factura, the national e-invoicing system run by ANAF through the SPV. It turns your posted invoices and credit memos into RO_CIUS UBL 2.1 XML, uploads them to ANAF, follows their status and brings back ANAF's response. In the other direction, it downloads the e-invoices your suppliers send you, so you can review them and create purchase documents.
It is built for companies in Romania that issue and receive invoices through e-Factura. The app works only in companies whose country/region in Company Information is RO.
All exchanges go directly from your Business Central to ANAF's services. 365vanguard does not receive your invoices.
Key capabilities
- Outgoing documents. Posted sales invoices, sales credit memos, service invoices and service credit memos, exported as RO_CIUS UBL 2.1 XML.
- Upload and status. Upload to ANAF in test or production mode, then track each document as In Progress, OK or Not OK.
- ANAF response and PDF. Download the ZIP ANAF returns, and a PDF made by ANAF's XML-to-PDF service. A built-in viewer shows the PDF.
- Incoming invoices. Download supplier e-invoices into ANAF Incoming Documents, create a purchase document from them and match them to purchase orders, with an amount tolerance you set.
- Checks before sending. E-invoice data is checked when you release a sales document, so gaps show up before posting.
- Automation. One action creates three job queue entries that send documents, update statuses and fetch purchase invoices every hour.
- E-Factura Dashboard. Cues on the role centres for documents not processed, in progress, with errors or older than one day, and for incoming invoices.
- Payment details. Choose which bank accounts and payment means appear on e-invoices, per customer if needed.
- Data quality. Reports list customers and delivery addresses with missing e-invoice data, and an action fills the RO county codes.
- Permission sets. ANF E-Factura Admin and ANF E-Factura Users.
Requirements
- Microsoft Dynamics 365 Business Central online (SaaS), version 28 (2026 release wave 1) or later.
- A company operating in Romania.
- License Manager, our free licensing app. Business Central installs it automatically as a dependency.
- The company's country/region set to RO in Company Information.
- The company's SPV account, the qualified certificate of a person authorised in SPV, and an OAuth application the company registers in SPV for E-Factura (see setup).
- Outbound HTTP requests allowed for E-Invoice and License Manager.
Installation
Install Romanian E-Invoice from its Microsoft Marketplace listing or from inside Business Central, under Extension Management → Extension Marketplace. Business Central installs License Manager automatically.
If you'd rather plan the installation with us, contact us.
Setup
E-Invoice is set up on one page, ANAF E-Factura Setup. Plan about an hour, plus the time needed for the ANAF authorisation.
- Assign permissions. Give administrators ANF E-Factura Admin and the people who post and check invoices ANF E-Factura Users.
- Allow outbound HTTP for E-Invoice and License Manager (below).
- Open ANAF E-Factura Setup. On first opening, Send Mode is set to Test, so nothing reaches ANAF's production system while you set up.
- Connect to ANAF: register your OAuth application in SPV, enter its Client ID and Client Secret and choose Authorize ANAF Access (below).
- Check your master data. Fill county and sector in Company Information. Run Update RO County, then the ANAF Customers with Missing Data and ANAF Delivery Adress with Missing Data reports and complete what they list: VAT registration numbers, addresses and counties.
- Bank accounts. On each bank account that should appear on invoices, turn on E-Invoice and choose the payment means code. Use Payment Bank Accounts on a customer card to pick accounts per customer.
- Incoming invoices. Set Start Date for Download and, if you match purchase orders, the Match Purch. Amount Tolerance.
- Test, then go live. Send a few invoices in Test mode and check their status. When they come back OK, set Send Mode to Production and turn on Is Active.
- Automate. Choose Insert Job Queue Entries. It creates three hourly entries in the E-FACTURA category: Send To Spv, Get SPV Status and Get Purchase Docs.
Allow outbound HTTP requests
E-Invoice and License Manager must be able to reach the internet. Business Central blocks these requests by default in sandbox environments, and an administrator can also block them in production. To allow them:
- Open the Extension Management page.
- Select the app and choose Configure.
- Turn on Allow HttpClient Requests.
For License Manager, the 365vanguard Licenses page also has an Allow HTTP requests action that takes you to this setting.
Authorise the connection to ANAF
Business Central talks to ANAF directly, through an OAuth application that your company registers in SPV. Nothing goes through 365vanguard, and the app contains no shared credentials. You need the company's SPV account and the qualified digital certificate (USB token) of a person authorised for the company in SPV.
- Copy the Redirect URI. On ANAF E-Factura Setup, the ANAF Connection group shows a read-only Redirect URI: Business Central's OAuth landing page. Copy it exactly as shown.
- Register the application in SPV. Sign in to ANAF's online services with the certificate, open the OAuth profile (Editare profil Oauth) and register a new application for the E-Factura service. Enter the Redirect URI as the callback URL. ANAF then shows the application's Client ID and Client Secret.
- Enter the credentials. Back on ANAF E-Factura Setup, fill ANAF Client ID and ANAF Client Secret. The secret is kept in Business Central's isolated storage and is never shown again; Client Secret Is Set confirms it is there.
- Authorise. Connect the certificate, allow pop-ups for Business Central and choose Authorize ANAF Access. Sign in at ANAF with the certificate and approve. Authorized is then checked.
The access token (Access Token Valid Until, about 90 days) renews automatically before it expires, and Renew Token renews it on demand. The authorisation itself lasts about a year: authorise again with the certificate before the date in ANAF Authorization Expires. Changing the Client ID or the secret removes the current authorisation.
Daily use
Sending invoices
Post invoices and credit memos as usual. The Send To Spv job sends documents marked as e-invoices that were posted in the last 15 days. To send one at once, open the posted invoice and choose ANAF → Send to E-Invoice.
Checking the status
The E-Factura Dashboard on your role centre shows what is waiting, in progress or rejected. In ANAF Outgoing Documents, Status SPV refreshes a document's status and Download SPV ZIP brings back ANAF's answer. Bulk Download XMLs and Bulk Download Pdfs export several at once.
Receiving supplier invoices
The Get Purchase Docs job, or Get Purchase Documents on ANAF Incoming Documents, downloads the invoices your suppliers sent. Open one to see the PDF, then choose Create Document or Create Document Header. Match Incoming Documents on the setup page matches them to open purchase orders.
Licensing and trial
E-Invoice is licensed through License Manager:
- Per tenant. One licence covers your organisation's Microsoft Entra tenant: every production and sandbox environment in it.
- Automatic trial. The first time the app is used in a tenant, a free 30-day trial starts, one per tenant for each app. The days left are shown in Business Central.
- Subscription. After the trial, you order a subscription directly from us. Contact us for pricing.
- At expiry. The app keeps working for a 14-day grace period, with a warning for administrators. After that its own actions stop, but your data stays in Business Central and stays readable, and standard Business Central keeps working.
- Sandboxes. A sandbox that cannot reach the licence service is never restricted.
- Not resellable. A licence belongs to one organisation and cannot be transferred.
The full terms are in our licence terms (EULA).
Troubleshooting
- Nothing is sent. Check that the company's country is RO, that Is Active is on, that the three E-FACTURA job queue entries are running, that outbound HTTP is allowed, and that the licence is active on the 365vanguard Licenses page.
- A document is Not OK. Choose Download SPV ZIP to read ANAF's messages. Most rejections come from customer data (VAT number, address, county) or document data (units of measure, VAT setup). Correct the data and follow ANAF's rules for correcting a rejected invoice.
- Authorisation errors. "The ANAF Client ID / Client Secret is missing": enter it on ANAF E-Factura Setup. "Business Central is not authorized for ANAF SPV yet" or "The ANAF authorization expired on …": choose Authorize ANAF Access with the certificate. "ANAF refused the token request": check the Client ID and secret, and that the callback URL registered at ANAF is exactly the Redirect URI. If the sign-in window does not open, allow pop-ups for Business Central.
- An older invoice was not sent. The job only picks up documents from the last 15 days. Send it with Send to E-Invoice.
- It works in production but not in a sandbox. Allow outbound HTTP in the sandbox (Business Central blocks it there by default).
- A licence message appears. See License Manager troubleshooting.
Frequently asked questions
Does E-Invoice also receive supplier invoices?
Yes. It downloads the e-invoices your suppliers send through RO e-Factura into ANAF Incoming Documents, where you can view the PDF, create a purchase document and match it to purchase orders.
Does 365vanguard see our invoices?
No. Invoices, statuses and supplier invoices travel directly between your Business Central and ANAF. The only data we receive is the technical licence check-in described in our privacy policy.
Can we test before sending to the production system?
Yes. Send Mode starts in Test, which uploads to ANAF's test environment and checks status there. Switch to Production when your test invoices come back OK.
Which documents are covered?
Posted sales invoices, sales credit memos, service invoices and service credit memos are sent. Supplier invoices are received.
Are invoices sent the moment we post them?
They are sent by a job queue entry that runs every hour, or immediately when you choose Send to E-Invoice on the posted document.
How does E-Invoice connect to ANAF?
Through an OAuth application your company registers in ANAF SPV, with Business Central's Redirect URI as the callback URL. You enter its Client ID and Client Secret, then choose Authorize ANAF Access with the qualified certificate. Tokens renew automatically; the authorisation is renewed with the certificate about once a year.
How does the licence work?
One licence covers all production and sandbox environments of your Microsoft Entra tenant. A 30-day trial starts automatically the first time you use the app.
