E-Transport
Declare transports of goods to RO e-Transport from Business Central and keep the UIT code with the document. Setup, daily use and licensing in one place.
What it does
E-Transport declares the transport of goods with high fiscal risk to ANAF's RO e-Transport system (version 2) from Microsoft Dynamics 365 Business Central. It builds the declaration from your document, checks it against ANAF's rules, sends it and stores the UIT code ANAF returns. It also sends confirmations, deletions and vehicle changes, and keeps the ANAF status of every declaration up to date.
It is built for companies in Romania that move goods subject to e-Transport. For the rules themselves (which transports to declare, thresholds and deadlines), read our guide RO e-Transport in Business Central.
Declarations go directly from your Business Central to ANAF. 365vanguard does not receive them.
Key capabilities
- Guided setup. The assisted setup guide Set up RO e-Transport loads ANAF's official code lists: operation types, scopes, place rules, transport document types, confirmation types, 38 border crossing points and 90 customs offices.
- Declarations from transfer orders. Create ETransport Document on a transfer order copies the items marked Declared to ANAF.
- All message types. Notification, confirmation, deletion, and vehicle change (licence plate).
- UIT code. Stored on the declaration. A notification can reference an earlier UIT to correct it.
- Status. Update Status on demand, or automatically through a job queue entry. Statuses follow ANAF's answers: Ok, Nok, In Progress, Error.
- Checks before sending. Weights, positive prices, distinct registration numbers, a transport date no more than 3 days ahead, tariff numbers and transport documents.
- Test and production. Choose ANAF's test or production environment.
- Full log. Every request and response is logged and can be exported.
- Token renewal. The ANAF access token is refreshed automatically.
- Bilingual. English and Romanian user interface.
Requirements
- Microsoft Dynamics 365 Business Central online (SaaS), version 28 (2026 release wave 1) or later.
- A company operating in Romania.
- License Manager, our free licensing app. Business Central installs it automatically as a dependency.
- RO Foundation, installed automatically as a dependency.
- An application registered in ANAF's portal for the E-Transport service, and the company's qualified certificate for SPV (see setup).
- Outbound HTTP requests allowed for E-Transport, RO Foundation and License Manager.
Installation
Install E-Transport from its Microsoft Marketplace listing or from inside Business Central, under Extension Management → Extension Marketplace. Business Central installs License Manager and RO Foundation automatically.
If you'd rather plan the installation with us, contact us.
Setup
- Assign permissions. V36 ETR SETUP to whoever runs the setup guide, Etransport V2 FULL to administrators and Etransport V2 OP to the people who create and send declarations.
- Allow outbound HTTP for E-Transport, RO Foundation and License Manager (below).
- Register the application at ANAF and get the first token (below).
- Run the setup guide. Open Assisted Setup and choose Set up RO e-Transport. It asks for:
- the company's details, including the CUI;
- the e-Transport environment (Test by default, or Production), the number series (default ETR) and the token refresh interval;
- whether to import ANAF's e-Transport code lists and link post codes to counties.
- Enter the credentials. Choose Open e-Transport setup (page ETransport Setup), enter the Client ID, Client Secret and Refresh Token, and turn on Activate.
- Prepare items. On each item that must be declared, turn on Declared to ANAF and fill the Tariff No.
- Automate status updates. Create a job queue entry for codeunit 74001 EtrnsUpdate Status.
Allow outbound HTTP requests
E-Transport, RO Foundation and License Manager must be able to reach the internet. Business Central blocks these requests by default in sandbox environments, and an administrator can also block them in production. To allow them:
- Open the Extension Management page.
- Select the app and choose Configure.
- Turn on Allow HttpClient Requests.
For License Manager, the 365vanguard Licenses page also has an Allow HTTP requests action that takes you to this setting.
Register the application at ANAF
- In ANAF's portal, go to Servicii Online → Înregistrare utilizatori → Dezvoltatori aplicații → Înregistrare pentru API-uri and choose the E-Transport service. ANAF gives you a Client ID and a Client Secret.
- Authorise the application with the company's qualified certificate (SPV role). ANAF issues an access token valid for 90 days and a refresh token valid for 365 days.
- Enter the Client ID, Client Secret and refresh token on ETransport Setup, as in step 5 above.
Daily use
Declaring a transport
- On the transfer order, choose Create ETransport Document.
- On the ETransport Card, complete the vehicle, carrier, loading and unloading places and the transport documents.
- Choose Send Document. When ANAF accepts it, the UIT code appears on the declaration.
Status, changes and confirmations
- Update Status asks ANAF for the latest status (the job queue entry does this for all open declarations).
- Update License Plate No. reports a change of vehicle.
- Send Confirmation Request confirms a transport where the rules require it.
- Send Deleting Request deletes a declaration at ANAF. Deleting the document in Business Central alone does not delete it at ANAF.
- To correct a declaration, fill the Notification UIT Code with the UIT you are correcting.
- Log opens the ETransport Logs, where Export Request and Export Response save the exact messages.
Licensing and trial
E-Transport is licensed through License Manager:
- Per tenant. One licence covers your organisation's Microsoft Entra tenant: every production and sandbox environment in it.
- Automatic trial. The first time the app is used in a tenant, a free 30-day trial starts, one per tenant for each app. The days left are shown in Business Central.
- Subscription. After the trial, you order a subscription directly from us. Contact us for pricing.
- At expiry. The app keeps working for a 14-day grace period, with a warning for administrators. After that its own actions stop, but your data stays in Business Central and stays readable, and standard Business Central keeps working.
- Sandboxes. A sandbox that cannot reach the licence service is never restricted.
- Not resellable. A licence belongs to one organisation and cannot be transferred.
The full terms are in our licence terms (EULA).
Troubleshooting
- "ETransport is not activated!" Turn on Activate on ETransport Setup.
- A refresh token error. The refresh token has expired or was revoked. Obtain new tokens at ANAF and enter them on ETransport Setup.
- "The transport date cannot be more than 3 days from the current date." Correct the transport date.
- "Gross Weight must be greater than Net Weight." Check the item weights on the lines.
- "All Carrier Registration Number must be different." The vehicle and trailer registration numbers must differ.
- Missing transport documents or tariff number. Add the transport documents on the card and the Tariff No. on the item.
- ANAF rejects a county code. County codes are sent without a leading zero; run the setup guide again to link post codes to counties.
- A declaration cannot be edited or deleted. Declarations are locked once confirmed or on the transport date, and can be deleted in Business Central only within No. of days for delete.
- A licence message appears. See License Manager troubleshooting.
Frequently asked questions
Which Business Central documents can we declare from?
In the current version you create e-Transport declarations from transfer orders. Only the items marked Declared to ANAF are copied to the declaration.
Where do we find the UIT code?
ANAF returns the UIT code when it accepts the notification, and E-Transport stores it on the declaration in Business Central.
Can we change the vehicle after sending?
Yes. Update License Plate No. sends the vehicle change to ANAF for the same declaration.
Does 365vanguard receive our transport data?
No. Declarations go directly from your Business Central to ANAF. We only receive the technical licence check-in described in our privacy policy.
Can we try it without declaring real transports?
Yes. The setup guide uses ANAF's test environment by default. Switch to Production on ETransport Setup when you are ready.
How does the licence work?
One licence covers all production and sandbox environments of your Microsoft Entra tenant. A 30-day trial starts automatically the first time you use the app.
