Business Central partner for the UAE and Saudi Arabia

We implement, rescue and support Microsoft Dynamics 365 Business Central for companies in the Emirates and the Kingdom, as a remote-first team based in Romania, with VAT and e-invoicing on the route from day one.

Who we are, and how we work in the Gulf

Vanguard 360 Solutions (365vanguard) is a Microsoft Dynamics 365 Business Central implementation partner and LS Retail Gold Partner, based in Romania. We work with clients across Europe, the UK, the United Arab Emirates and Saudi Arabia.

We are a remote-first team, and we say so up front: we have no office in Dubai or Riyadh. Workshops, sprint reviews and training run online, the way we already deliver across borders, from a chain of 100+ pharmacies in Norway to the architecture for a 700-store retailer in 13 countries. Romania is one to two hours behind the UAE and at most one hour behind Riyadh, depending on the season, so working days overlap almost completely.

What we bring is the Business Central side of a Gulf project done properly: finance, sales, purchasing, inventory and warehousing set up around how you work, data migrated and verified, and the regulatory pieces (VAT and e-invoicing) planned into the route instead of patched on before go-live.

What Microsoft provides in the UAE and Saudi Arabia

Microsoft lists Business Central online as available in both countries, on the international (W1) base application, with environments in the UAE Azure geography. In both, the localization is provided by partners rather than Microsoft. In Microsoft's words, where it does not deliver a localization, "partners can build localizations using translation and localization apps", published on Microsoft Marketplace.

Two practical consequences. First, Microsoft Learn documents no built-in ZATCA or UAE e-invoicing feature for Business Central, so e-invoicing comes from an app that connects Business Central to the platform or to a service provider. Second, Arabic is not in Microsoft's list of supported user-interface languages for Business Central, so bilingual documents such as tax invoices need to be planned in the localization and the report layouts, not assumed.

Choosing that app, and testing it against the tax authority's environment, is part of the fit-gap and design stages of our route, not an afterthought.

Saudi Arabia: VAT and ZATCA e-invoicing

ZATCA's e-invoicing (FATOORA) has two phases. Phase 2 is rolled out in waves by taxpayer revenue, and ZATCA notifies each wave at least six months ahead. The latest announced, wave 25, covers taxpayers whose VAT-able revenue exceeded SAR 187,500 in any year from 2022 to 2025, who must integrate with FATOORA by 1 February 2027.

  • VAT at 15%

The standard VAT rate in the Kingdom, as stated in ZATCA's VAT guidance.

  • Phase 1: generation

Enforceable since 4 December 2021 for resident taxpayers: invoices generated and stored electronically.

  • Phase 2: integration

Enforceable from 1 January 2023 in waves by revenue: invoicing solutions integrated with ZATCA's FATOORA platform.

  • Clearance for B2B

Standard tax invoices are submitted as XML to FATOORA for clearance through APIs before they reach the buyer.

  • Reporting for B2C

Simplified tax invoices are reported to FATOORA within 24 hours of being generated, with a Phase 2 QR code.

  • Format and stamp

UBL 2.1 XML with ZATCA's additional fields, and a cryptographic stamp that proves origin and integrity.

UAE: VAT and the e-invoicing programme

The Ministry of Finance's eInvoicing programme follows a decentralised continuous transaction control and exchange model (DCTCE). Businesses exchange invoices through Accredited Service Providers, which also report the tax data to the Federal Tax Authority.

  • VAT at 5%

Introduced on 1 January 2018; taxable supplies are standard-rated at 5% or zero-rated (Federal Tax Authority).

  • The legal framework

Ministerial Decisions No. 243 and 244 of 2025 set up the Electronic Invoicing System and its implementation.

  • Pilot and voluntary use

The pilot programme starts on 1 July 2026, and businesses may adopt e-invoicing voluntarily from the same date.

  • AED 50 million and above

Appoint an Accredited Service Provider by 30 October 2026 and go live by 1 January 2027 (Ministerial Resolution No. 66 of 2026).

  • Below AED 50 million

Appoint an Accredited Service Provider by 31 March 2027 and go live by 1 July 2027.

  • The model

A decentralised model on the Peppol standard (PINT AE), exchanged through accredited service providers, with tax data reported to the FTA. B2C is out of scope until a later decision.

How a Gulf project runs

The same five stages as every implementation we run, with the e-invoicing and VAT deadlines marked on the route.

Decide early

  • Which e-invoicing app or service provider connects Business Central to FATOORA or the UAE network.
  • Which of your companies falls in which wave or revenue band, and the dates that follow.
  • How invoices must look in Arabic and English, and where those layouts come from.
  • Whether stores run on LS Central, and how POS invoices are reported.
  1. Discovery and fit-gap

How you sell, buy, stock and invoice today, across your entities in the UAE, Saudi Arabia and elsewhere. Every gap, including e-invoicing, is named before anything is built.

  2. Solution design

Business Central set-up per company, VAT, the e-invoicing app or service provider connection, integrations, and LS Central if you run stores.

  3. Build and data migration

Configuration and integrations in agile sprints; master and open transactional data mapped, cleansed and verified.

  4. Testing and training

Invoices tested end to end against the e-invoicing platform's test environment, then role-based training online.

  5. Go-live and hypercare

Cut-over planned around your filing and invoicing deadlines, with close support in the first weeks.

Frequently asked questions

Is Business Central available in the UAE and Saudi Arabia?

Yes. Microsoft lists Business Central online as available in both the United Arab Emirates and Saudi Arabia, on the international (W1) base application, with the UAE as the Azure geography. In both countries the localization is provided by partners, not by Microsoft.

Does Business Central support ZATCA Phase 2 e-invoicing out of the box?

Microsoft Learn does not document a built-in ZATCA or UAE e-invoicing feature for Business Central. For countries Microsoft does not localize, it points to localization apps on Microsoft Marketplace, so FATOORA integration comes from a localization or e-invoicing app that connects Business Central to the platform.

When does e-invoicing start in the UAE?

The Ministry of Finance's pilot starts on 1 July 2026. Businesses with revenue of AED 50 million or more must appoint an Accredited Service Provider by 30 October 2026 and implement e-invoicing by 1 January 2027; businesses below that threshold by 31 March 2027 and 1 July 2027. B2C transactions are out of scope until a later decision.

Do you have an office in the UAE or Saudi Arabia?

No. We are based in Romania, and work with clients across Europe, the UK, the UAE and Saudi Arabia as a remote-first team. Workshops, sprint reviews and training run online, which is how we already deliver projects across borders.

Can you take over an existing Business Central system from another partner?

Yes. We review your current setup, understand what is working and what is not, and take over support and development with minimal disruption. Your data and licences stay where they are.
